This likely indicates that the injuries may be more serious than initially expected. At the very least, it is a hedge since there are two out of four quarterbacks hurt.
Jason Campbell and Bruce Gradkowski are virtual locks for one and two on the depth chart respectively. Frye and Kyle Boller are battling for the third quarterback position.
So far in camp Boller has been the better performer, but Frye is the better system fit. The addition of Brennan is a low risk move for the Raiders to get them another young arm in camp.

Isn't it kinda weird Colt chose a team where he'd once again be 3rd string and behind Jason Campbell? :)
Of course, those black uniforms might bring him fond memories of better times...
